“Bring in the New Guy…”

Despite the soaring rhetoric of presidential campaigns, presidents are severely constrained on their ability to enact a policy agenda. Numerous constraints are imposed via the Constitution that limit the president’s power to enact policies. Analyze two cartoon above and answer the questions that follow.
